After his honorable discharge from the U.S. Navy, Mr. Milligan pursued legal studies at the San Joaquin College of Law in Fresno. In 1997, he earned his Doctor of Jurisprudence and was subsequently admitted to practice before the courts in the state. Prior to this, he obtained a Bachelor of Arts degree in pre-law from The California State University in 1993.
