Glenn Block, an eminent domain litigator, serves as the managing partner of the California Eminent Domain Law Group, headquartered in Glendale, California. He excels in representing property and business owners throughout California, securing maximum compensation and damages from the government in cases of direct condemnation and inverse condemnation. Additionally, Glenn offers legal counsel to government agencies involved in property acquisition for public use.

Throughout the intricate eminent domain process, Glenn guides his clients from the early stages of negotiations, responding to the government’s initial offers, through litigation, and even to jury trials. His comprehensive assistance covers various aspects, such as early project planning, site selection, pre-condemnation investigations (including hazardous substances, environmental, and geotechnical assessments), initial appraisal inspections, government’s initial offers, Resolution of Necessity hearings, government’s attempts to gain pre-judgment possession of the property at the case’s outset, and optimizing clients’ recovery of compensation and damages. These damages encompass fair market value, severance and other losses for partial acquisitions, impacts from construction, loss of business goodwill, and relocation benefits.

Glenn’s outstanding legal prowess has earned him recognition by Southern California SuperLawyers® and the Martindale-Hubbell Client Distinction Award for over two decades. He has consistently represented clients in eminent domain cases against prominent entities such as Caltrans, Metro, California High-Speed Rail Authority, Santa Clara Valley Transit Authority, Southern California Edison, and numerous cities, counties, and government agencies.

One of Glenn’s recent achievements involved representing the owner of an older industrial manufacturing facility, successfully negotiating nearly a $10 million increase over the government’s initial property compensation offer before eminent domain proceedings commenced. Ultimately, Glenn secured a $14 million settlement, substantially exceeding the initial $4.76 million offer. Furthermore, he effectively delayed the government from taking possession and displacing the business for over a year and a half, enabling a seamless relocation process while recovering approximately $10 million in eligible relocation benefits for the business’s move to a modern facility.

Beyond his legal profession, Glenn actively contributes his time and energy to various local civic organizations. In 2016, he was elected to the Board of the Neighborhood Council of Valley Village (NCVV) and currently serves as the Chair of its Community Plan Update Committee. He also holds positions on the Board of the Valley Village Homeowners Association and the Board of Trustees of Temple Beth Hillel. As a dedicated baseball fan, Glenn coaches his daughter’s softball teams through the City of Los Angeles Parks & Recreation and also coaches his son’s baseball teams with Toluca Baseball.

Glenn Block’s academic background includes a Bachelor of Science in Accounting from San Francisco State University and a Juris Doctor (J.D.) obtained at Brooklyn Law School. He joined the California Eminent Domain Law Group in March 2005, following roles as an eminent domain partner at Sullivan, Workman & Dee in Los Angeles and the commencement of his career with Goldstein, Goldstein & Rikon in New York. Glenn holds licenses to practice law in both California and New York.
