Jeffrey D. Horowitz, the founder of The Horowitz Law Firm, APC, specializes primarily in the field of construction law, surety bond law, and specific real estate-related matters including cases related to eminent domain, quiet title, partition, and boundary disputes. His legal portfolio encompasses a range of cases, including mechanics liens, stop payment notices, issues related to delays and change orders, breaches of contract, construction defects, payment and performance bond disputes, subdivision bonds, and contractor’s license bond matters. In his practice related to eminent domain, Mr. Horowitz provides legal representation to commercial and residential property owners, as well as to displaced commercial tenants who find themselves facing expropriation by governmental bodies and are seeking equitable compensation for their losses.

He pursued his undergraduate studies at California State University, Northridge, and prior to earning a Bachelor of Science in business administration in 1987, he dedicated a year to studying at the Hebrew University of Jerusalem. Subsequently, Mr. Horowitz pursued his legal education at Loyola Law School, Loyola Marymount University, Los Angeles, where he earned his Juris Doctor in 1990.
