Jeffrey D. He pursued his undergraduate studies at California State University, Northridge, and prior to earning a Bachelor of Science in business administration in 1987, he dedicated a year to studying at the Hebrew University of Jerusalem. Subsequently, Mr. Horowitz pursued his legal education at Loyola Law School, Loyola Marymount University, Los Angeles, where he earned his Juris Doctor in 1990.
