Mr. McGovern obtained his undergraduate degree from the University of Massachusetts Amherst in 1988 and his law degree from Quinnipiac University School of Law in 1991. He obtained his license to practice law in New York and the Supreme Court of the State of New York – Second Judicial Department the following year. He is also admitted to practice before the United States District Courts for the Southern and Eastern Districts of New York and the United States Court of Appeals for the 2nd Circuit.
