Mr. Horton holds a bachelor’s degree from the University of Virginia and received his legal education at the University of Virginia School of Law. He is licensed to practice law in all New York state courts and is admitted to practice before the U.S. District Courts for the Northern and Western Districts of New York, as well as the U.S. Court of Appeals for the 2nd Circuit.

Actively engaged in his local and statewide legal community, Mr. Horton maintains membership in organizations such as the Bar Association of Erie County, the New York State Bar Association, and the New York State Public Employer Labor Relations Association. Additionally, he is affiliated with national entities including the American Bar Association and the National Public Employer Labor Relations Association.
